  • Air Permitting and Compliance:

    • Air Construction Permits (Pre-Construction Permits): Required before construction or modifications that may impact emissions, these permits ensure compliance with air quality regulations from the project's inception.

    • Minor Source Permits: Issued to facilities that emit below major source thresholds, minor source permits ensure these facilities meet state and local regulatory requirements.

    • New Source Review (NSR) Permits: Required for new facilities or modifications that increase emissions, NSR permits ensure facilities are designed with the best available control technology to minimize pollution.

    • Nonattainment New Source Review (NNSR) Permits: NNSR permits apply to new or modified major sources in nonattainment areas—regions that do not meet federal air quality standards—to control emissions in accordance with stricter standards.

    • Non-Title V Operating Permits: Issued by state agencies for facilities that do not qualify as major sources, these permits set ongoing compliance requirements to manage emissions effectively.

    • Permits by Rule (PBR): Often used for facilities with low emissions, PBRs provide regulatory coverage through pre-established conditions that allow certain operations to operate under a simplified permitting process.

    • Plan Approval Permits: Typically required at the state level, Plan Approval Permits are issued before construction or modification of a facility to ensure new sources will comply with emission standards.

    • Prevention of Significant Deterioration (PSD) Permits: PSD permits are necessary for new major sources or major modifications in areas that meet air quality standards (attainment areas) to prevent significant deterioration of air quality.

    • State Implementation Plan (SIP) Permits: Specific to each state’s SIP under the Clean Air Act, these permits aim to maintain or improve air quality by aligning facility operations with state-set emissions limits.

    • Synthetic Minor Permits (Federally Enforceable State Operating Permits - FESOP): These permits limit a facility’s potential emissions below major source thresholds, allowing the facility to avoid the more stringent Title V requirements.

    • Temporary Permits: Issued for short-term operations that generate emissions, such as construction or demolition projects, ensuring compliance even for limited-duration activities

    • Title V Permits: For major sources of air pollution, Title V operating permits are required under the Clean Air Act (CAA) and are enforced by the Environmental Protection Agency (EPA).
