Alex Eisen-Cuadra, Ph.D., is the CEO and Founder of ACHIEVE ENVIRONMENTAL. He oversees all project execution and ensures appropriate management controls for personnel at all levels of responsibility. Under his leadership, ACHIEVE ENVIRONMENTAL provides environmental consulting and digital solutions to clients throughout the United States, helping them secure permits, ensure accurate reporting, and maintain long-term regulatory compliance.

Alex’s areas of expertise include air quality compliance, modeling, monitoring, and permitting (such as AERMOD and regulations under the CAA, NESHAPs, NSPS, NSR, PSD, Title V, and more); climate change and sustainability (including carbon trading systems, ESG reporting, GHGRP, and compliance under numerous state acts like the Climate Commitment Act, Climate Leadership and Community Protection Act, and others); digital services and implementation (including custom software development, coding for automation, compliance tracking systems, data analytics, and digital transformation initiatives); environmental compliance (comprising broad experience with federal statutes such as CERCLA, EPCRA, RCRA, and TSCA, and related monitoring, recordkeeping, and reporting requirements); environmental justice (including community air quality monitoring programs, community and stakeholder engagement, and cumulative impact analysis); instrumental analysis (including proficiency in a wide range of analytical methods and instruments, such as continuous monitoring systems, LDAR, mass spectrometry (GC-MS, ICP-MS, IRMS), SEM, spectroscopy (FTIR, gamma-ray, ICP-OES, NMR, UV-Vis) and stack testing conducted in accordance with EPA-approved methods; litigation support (covering consent decrees, environmental inspections and reviews, and NOV support); plan development and implementation (such as AQMP, BMP, FMP, PPC Plan, RMP, SPCC Plan, and SWPPP) across a variety of regulations; and water quality permitting and compliance (including, CWA, NPDES, stormwater, and wastewater).

Alex holds a Ph.D. in Chemistry with specializations in Environmental Chemistry and Green Chemistry and was a full-tenured Professor and Department Chair prior to his environmental consulting career. He currently serves as Chair of the A&WMA New England Section and is on the Environmental Business Council Air Quality Working Group Leadership Team.
